Brick in the center after years of neglect
After years of scant attention, the years when the housing question was relegated in the background, being given essentially resolved, the house is back to being a national priority. The general weakness of the housing policies, the lack of supply of affordable rental housing, the insignificance of the assets of public social housing and its substantial "block" are just some of the critical factors underlying the problem take home in our country and particularly in large metropolitan areas. The budget law for 2008, together with the law passed shortly before to deal with the emergency evictions constitutes a new dimension to the regulatory body to address the various facets of the problem, so that many commentators have considered the entire maneuver of fiscal policy for 2008 as quite marked on the house, an issue that the legislature sought to develop, though not always consistently. Shortly before the launch of the budget bill, in fact, the law 222/2007 has allocated € 550 million to make public housing available to the evicted, € 150 million contribution to the lease and, above all, 5.5 million euro for the formation of a, much-needed, - in a context where precise data on the actual size of the housing problems there are none - Monitoring (national and regional) in order to obtain information and databases on subsidized housing. Subsequently, the Finance Act, has gone to affect, to name just a few of the topics more meaningful, on Ici, energy saving and renewable sources, loans, incentives for recovery, planning, valuation of state property, investment of social security institutions, and so on. One of the trends explored at the same time the most important and far less cultivated, has been the revival of the rental policies. The need for such an approach results not only by the urgency to respond to some dramatic social tensions but also by the need to address the issue of limited social mobility and territorial penalizes Italy than in other European countries. Therefore, the creation of conditions for the revival of real rental offer at affordable prices is essential both on the social cohesion than on the competitiveness of the country. In the last decade in our country was built less than elsewhere in Europe and this new housing stock, the share of the rent is almost nothing. The smallness of the Italian locations of finds its reason for being in a variety of factors, such as the low elasticity of urban planning tools; rigidity to the mechanisms of public housing, and the difficult access schemes charges agreed location, and the limited return on investment.
